The Civil Conflict Consequences of World Bank & IMF Program Lending

The effects of World Bank and IMF program lending on civil conflict in countries under such programs are explored, in collaboration with Binghamton University. It is argued that program lending usually increases hardship for the poor, which results in greater unrest in these countries. Based on an analysis of developing countries since 1981 it can be seen that, on average, countries under program lending face an increased prevalence of anti government protest, riots, and rebellion.

What happens after civil wars come to an end? How do people’s confidence and trust in the authorities fare in states that have gone through years of violent conflict? How do former “war-makers” do as state-builders? Why are some post-war societies stable while others continue to be plagued by violence? These are some of the questions explored, drawing on several post-conflict societies, including public opinion surveys in so-called de facto states (also known as ‘breakaway regions’), and consider implications for how we think about ongoing conflicts.
